The mathematical instrument for creating application systems for decision-making was developed.

Analysis of cooperation methods for operating administrative state, branch and regional authorities and their departments was performed.

The model functional structure of the administrative body was determined, as well as principal objectives of its divisions' activities, structure and composition of software for describing its functioning.
