HISTORY of Ukrainian Federation of Informatics
"Ukrainian Federation of Informatics", which is a successor of Ukrainian Federation in Informatics and System Analyses (UFISA), was founded on the 26th of November 1991 by the initiative of an academician of National Academy of Sciences of Ukraine, director of the Glushkov Institute of cybernetics NASU professor Mihalevich Volodimir Sergijovich. The main purpose of its foundation is to solve problems of our young state in spheres of informatics, state governing, economics, sociology on the basis of up-to-date approaches and system methods of analyses.
Creative potential, huge experience, organizational abilities of this great scientist - the first president of UFI - allowed to unite Ukrainian experts of different industries and found main principles of its activity.

Scientific and practical achievements
Fundamental and applied scientific researches, high technologies, innovative activity of quality management, business perfection, informational systems, networks of intellectual informational service, economic and social consequences of scientific-technical evolution - these are cells of one and indivisible system.
In 1992 in Rio de Janeiro a Conception of a formed development of all countries appeared. It has been accepted by a world community and concerns 4 main aspects:
- Technical-economical;
- Social-humanitarian;
- Ecologic;
- Trend of a foreign policy.
UFI, on the base of strictly developed theoretical methods and informational technologies, is involved into the integration of these aspects according to Ukraine's conditions.
The most important tasks of UFI are: the participation at forming and realization of state and other large-scaled programs; assistance at the development of science and innovative processes, creation of a whole informative infrastructure in Ukraine, its integration into world informational companionship and also a successful outlet of UFI members into inner and outer markets.
UFI pays much attention to the participation in the programs which realization is connected with active usage of methods and means of informatics and system analyses.
UFI made and participated in executing projects of a state character. The most important were:
- The forming of a state informative-analytical system of a President of Ukraine and organs of a state power - 1997-2001.
- The working out of conceptive positions of Ukraine's development as for the achievement of social-economical showings of Middle Europe countries - 1996-1999.
- The working out of the system of computer modeling of Ukraine's budget and macro-economical prognosis in terms of economics' transformation - 1996-2002.
- Organization and conducting of International American-Ukrainian Congress of the development of Business Economical Cooperation (Atlantic-City, USA, April 1996).
- Forming on the territory of Kyiv-Svjatoshinskij region a special experimental-demonstrative zone of intensive scientific-technical development "Agrotechnopolis "Svjatopol" - 1999-2001.
- Creating a State geo-information system of a trend "Operative cooperation and reflection of dynamic situation on a cartographic background" - 1998-2001.
- Experimental value of expediency of an organization in a Ukraine a production of nickel accumulators and photoelectrical transformers on an amorphous silicon on Energy Conversion Devices licenses (Troj City, Michigan, USA) - 1997-2001.
- Organizing and conducting of an International seminar "Ecologic problems of packing processing in Europe and Ukraine" (within International scientific-practical exhibition-seminar "Secondary processing of packing and ecology" - 2002
Experts of UFI have an experience in creating projects of such legislative acts as:
- Law "About basis of state policy in scientific and scientific-technical activities" (1992);
- Law "About scientific-technical information" (1994);
- Law "About scientific and scientific-technical expertise" (1995);
- Direction of the President of Ukraine "Matters of forming and functioning of technical parks and innovative structures of other types" (1996);
- Law "About scientific and scientific-technical activity" (1998);
- Law "About innovative activity" (1999).
On a regular meeting of a Council of Federation, which considered results of the activity of UFI for 2002 it was recommended to fulfill measures of scientific-practical character in order to increase efficiency of its activity:
- To elaborate strategic aims and tasks of a Federation in the direction of concentration of efforts to solve questions connected with Ukraine's process of informatics.
- 2. To renovate instruments, structure of participants and government organs' of a Federation taking into the consideration corrected strategic aims.
November 13, 2003 became a crucial moment for a Federation. On this day a decision to create on the basis of UFISA a Ukrainian civil organization "Ukrainian Federation of Informatics" was taken. It corresponded aims and tasks of an organization. New structure of executive committee of UFI with the President of UFI academician of NAS of Ukraine Sergijenko Ivan Vasiljevich at the head was also created. To the structure of the management was also elected Zgurovsky Michael Zaharovich, the academician of NAS of Ukraine, rector of National technical University of Ukraine "Kyiv polytechnic Institute"; Palagin Oleksandr Vasiljevich, member-correspondent of NAS of Ukraine, deputy director of the Glushkov Institute of cybernetics of NAS of Ukraine; Bobovkin Viktor Tihonovich, vice-president of the Scientific Research Institute of applied informational technologies.
New strategic trends of an activity especially expansion of international cooperation were formulated.
